For Switzerland, the contact person is Patrick Deriaz. He was in charge of the UIS bibliography commission for a very long time, though he has since stepped back from that role. For me, the most important thing is to introduce yourself and your mission, to understand the needs of these individuals and organizations, and to explore with them whether the UIS Bibliography Commission or the Grottocenter website might be able to address those needs. I also suggest structuring your interactions like an interview; this will allow you to post updates to the BBS mailing list, describing the organizations and individuals you have engaged with.
